In 1867, a petition signed by 1,425 people was filed with the St. Louis County Clerk to incorporate the 1,700-acre town as the City of Black Jack. The new city became a Third Class City on August 6, 1970. The first elected mayor was John McLaughlin, who was appointed by Fletcher. A second election was held in April of that year.
